LCol Francel Margareth Taborlupa

Francel Margareth was recently adjudged as one of the Top 30 Women in Security in ASEAN 2021 and one of the Top 10 Women in Cyber Security Philippines 2020. Her career has taken her through 25 years of study, research, teaching, and administration. She has written numerous articles and editor of popular journals. She serves as a consultant and IS Officer to the National Task Force Against Covid-19 and is heavily immersed in the pandemic response in different capacities since the onset of the pandemic. Currently serving as a Lieutenant Colonel in the Communications Electronics and Information Systems of the Armed Forces of the Philippines as the Commander of the 7th Signal Battalion of the Army Signal regiment Philippine Army, she has promulgated innovations, changes, and modernization as an Army Signal and Cyber Operations Officer. A lady wearing multifarious hats, she is a soldier, a Certified Ethical Hacker, a Certified Secure Computer user, international lecturer, moderator and panelist, women, peace and security and GAD advocate and Trainor, development practitioner, a formal mentor, a pistol expert, VVIP Protector, a judoka and above all a mom of 2 wonderful sons.
